2020 a harsh year, bereaved by the new coronavirus of course, but which began with the terrible images of another drama: the monster fires that ravaged Australia. Eleven million hectares went up in smoke in four months, and according to several associations at least a billion animals killed, trapped in the fires. Among them, 12% of the population of koalas, vulnerable animals, which feed only on eucalyptus, a particularly flammable tree. So the images of their ordeal went around the planet, cases of rescues which unfortunately often ended in the death of koalas, victims of too deep burns.

A tragic painting, in the middle of which a couple made the Australians smile again, in this case a dog and her master that we could see everywhere, from CNN to France 24: Taylor, a four-year-old Springer spaniel, and Ryan Tate, the one who trained her to spot Koalas to save them. All it takes is one word: « Seek! » so that the dog can sniff the surrounding tree trunks. « I taught him to recognize the smell of koalas’ coats, explique Ryan Tate, an odor which when the air is stable descends along the eucalyptus trees where they have taken refuge, so it stands in front of and indicates their presence to us. « 

But when a forest has just been ravaged by a fire and the air is saturated with carbon, Taylor uses another technique: to spot the needs, the excrements of the injured animals. It indicates a location, which is then passed through the thermal camera filter and this is how the healers find the animals. With this technique, Taylor saved a dozen of them last January. Animals that have been taken care of and, rare as they are so fragile, survive and be released.

Sure, sniffer dogs can’t save everyone, but Taylor’s story at least shed light on the pressure on animal species like the koala struggling for survival in a land where their forest habitat is disappears in favor of roads, subdivisions, fields. Silas is the “look cat out of the tree” type. He’s been at the animal home for 4 months now, but he still doesn’t feel comfortable with people too close. He doesn’t like to be petted. Silas wants to play with the caretakers with a fishing rod, he will also come to you for sweets. So he is somewhat socialized, but will never become a real house cat. He is toilet trained.

The Zoo is looking for a place for Silas with people who have a lot of patience and experience with cats and who live in a quiet environment where he can roam freely. Preferably in the countryside.

He must have access to a warm place to sleep, food and drink and if necessary medical treatment. The animal shelter does not know how he will react to dogs and / or other cats. Silas will have to be able to go outside in his new home.

Zoo Arnhem & surroundings, located on the Larensteinselaan in Velp, is a welcome temporary shelter for many pets. These pets all deserve a new home, give these animals a second chance!

‘Animal production is becoming more sustainable on a limited number of points’ – Insurance for Pets

Wageningen Economic Research has drawn up a Monitor Progress Sustainability of Food Chains for the animal protein and fish domain to provide insight into the progress that the Dutch food sector has made on the most important sustainability issues in the last period. The monitor is intended to provide government and industry with a broader insight into the sustainability of Dutch food.

The researchers state that progress has been made in the environmental impact of the cultivation of animal feed raw materials and also with regard to the use of antibiotics in livestock farming. Less progress has been made in improving animal welfare, air quality, energy consumption, lowering methane emissions, health, safety and welfare of employees and manure management.

The turnover of sustainable eggs and dairy increased in 2019. But growth in the share of meat with a Beter Leven quality mark has been stagnant for 3 years. The share of organic meat, fish, dairy and eggs has been lagging far behind the growth of other labels for a number of years. There is no clear increase or decrease in welfare violations and barn fires.

Nitrogen and phosphate emissions have decreased in recent years and are below the established nitrogen and phosphate ceiling. There are still exceedances of the water quality target of the Nitrates Directive. Waste and residual water from the processing industry in the Netherlands has no significant impact on the environment. This is because process water is first cleaned before it is discharged.

Livestock, fisheries and processing are making progress in energy efficiency. Generating energy yourself is not going so fast in these sectors. Dairy farming is lagging well behind the target of generating 16% of its own energy consumption itself.

Sickness absence among employees in the livestock sector has increased slightly. The number of fatal accidents in livestock farming was considerably lower in 2019 than in previous years. No figures are available for the processing industry and retail.

Air quality is an important concern. Since 2010, emissions from agriculture such as particulate matter, nitrogen dioxide and ammonia have increased or decreased slightly. Furthermore, methane emissions have risen again after a significant reduction between 1990 and 2010.

[DECONFINEMENT] Après la réouverture des magasins le 28 novembre dernier, une nouvelle étape du déconfinement doit avoir lieu le 15 décembre prochain. En théorie.

[Mise à jour du mardi 8 décembre 2020 à 10h42] La prochaine étape, celle du déconfinement, le vrai, alors qu’il n’était jusque-là question que d’allègement du confinement, doit avoir lieu au 15 décembre, selon le calendrier dévoilé par le président de la République le 24 novembre dernier. Le chef de l’Etat avait toutefois imposé la double condition de ne pas dépasser les 5 000 nouveaux cas positifs au Covid par jour, et d’être dans la fourchette de 2 500 à 3 000 patients en réanimation. Or, nous n’y sommes pas : d’après le bilan de Santé publique France publié vendredi 4 décembre, plus de 11 200 nouvelles contaminations avaient été enregistrées en 24 heures pour 3 300 patients en réanimation. Les chiffres au 6 décembre, mis en ligne en fin de journée par Santé publique France, recensent 11 022 cas Covid de plus que la veille et 1 163 nouvelles hospitalisations en réanimation sur les 7 derniers jours. Lundi 7 décembre, « seuls » 3 411 cas ont été détectés, mais les chiffres du lundi sont toujours plus bas, moins de tests étant réalisés, et 1 131 nouvelles admissions en réanimation ont été effectuées ces sept derniers jours.

Les objectifs fixés par le chef de l’Etat seront « très difficiles » à atteindre si les conditions actuelles se poursuivent, a prévenu lundi le directeur général de la Santé Jérôme Salomon. Un discours plus ou moins identique aux propos tenus par le Premier ministre Jean Castex et le ministre de la Santé Olivier Véran lors d’une réunion avec les chefs de groupes parlementaires. Selon les déclarations de certains participants, cités entre autres par l’Obs, le déconfinement ne devrait en tous cas pas ressembler à ce qui était prévu. Les cinémas et théâtres risquent ainsi de rester fermés au moins une semaine de plus que prévu. Des pistes sont aussi envisagées pour maintenir une certaine limitation des déplacements : attestation dérogatoire le soir du réveillon, voire maintien des attestations sur toute la période à partir du 15 décembre. Libération évoque aussi un couvre-feu qui interviendrait dès 17h et non plus à 21h. Il est possible que des restrictions plus locales entrent également en vigueur.

Toujours selon L’Obs, Jean Castex aurait dressé à son entourage un « constat  selon lequel « on aura du mal à atteindre l’objectif » des 5 000 cas par jour. Un proche du Premier ministre nuance toutefois auprès du magazine : « Est-ce que les chiffres demanderont de revoir la copie annoncée, c’est trop tôt pour le dire ». Dans Libération, c’est l’entourage d’Olivier Véran qui met en garde : « Si on continue sur cette dynamique, on ne pourra pas alléger autant ».

Pour l’instant, aucune décision n’a officiellement été annoncée concernant un report ou un durcissement du déconfinement, et le calendrier avancé par Emmanuel Macron lors de sa dernière allocution télévisée reste en vigueur. Le Premier ministre doit prendre la parole jeudi pour donner plus de précisions sur les autorisations qui seront accordées au 15 décembre. Ci-dessous plus de détails sur les étapes du déconfinement annoncées par le président de la République le 24 novembre dernier et détaillées par le Premier ministre Jean Castex deux jours plus tard.

Le chef de l’Etat a exposé le calendrier du déconfinement lors de sa prise de parole ce mardi 24 novembre à 20 heures, après la tenue d’un conseil de défense dans la matinée. Le déconfinement devrait se dérouler en trois étapes :

  • Début de la phase 1 le samedi 28 novembre 2020, avec les premiers allègements : les commerces non essentiels, services à domicile et les bibliothèques / archives sont autorisés à rouvrir jusqu’à 21 heures en renforçant le protocole sanitaire. Cela leur permettra d’être prêts pour le Black Friday, reporté du 27 novembre au 4 décembre. Les lieux de culte pourront de nouveau organiser des cérémonies, avec l’instauration d’une jauge de 30 personnes. Le Premier ministre a précisé que cette jauge pourrait être progressivement augmentée selon l’évolution de la situation sanitaire. Par ailleurs, la limitation d’un kilomètre / une une heure par jour pour se promener, faire du sport et sortir son animal de compagnie sera étendue à 20 kilomètres trois heures par jour. Les activités extra-scolaires en plein air sont de nouveau autorisées. En revanche, le système d’attestation dérogatoire restera valide et le télétravail restera la norme.
  • Début de la phase 2 le mardi 15 décembre 2020 : si le nombre de contaminations est inférieur à 5 000 par jour, les restrictions de déplacement seront levées : les attestations obligatoires seront supprimées, et il sera possible de se déplacer d’une région à l’autre. Les cinémas et salles de spectacle pourront rouvrir, les activités extra-scolaires pourront reprendre même en intérieur. En revanche, les rassemblements sur la voie publique resteront interdits, et un couvre-feu sera instauré de 21h00 à 06h00 du matin, exception faite des réveillons du 24 et 31 décembre où la circulation sera libre mais les rassemblements sur la voie publique interdits.
  • Début de la phase 3 à partir du 20 janvier 2021 : si les conditions sanitaires le permettent et que le nombre de contaminations se maintient en-dessous de 5 000 par jour, de nouvelles ouvertures pourraient avoir lieu : salles de sport et restaurants ; cours en présentiel pour les lycées, et dans les universités 15 jours plus tard si les conditions sanitaires se maintiennent ; possiblement, réouverture des stations de ski courant janvier.

Pendant plusieurs mois, le chef de l’Etat a précisé qu’un bilan de la situation sanitaire serait effectué tous les quinze jours, entrainant à chaque fois, selon l’évolution, un maintien des restrictions, de nouveaux assouplissements ou au contraire un durcissement.

Des spécificités concernent certaines régions d’Outre-Mer : ainsi, les commerces non essentiels ont pu rouvrir en Martinique dès ce mercredi 25 novembre, et d’autres mesures devraient être annoncées. Les ministres des Outre-mer et des Solidarités et de la Santé doivent proposer, dans les prochains jours, une stratégie de lutte contre l’épidémie Outre-mer, avec un plan d’action spécifique par territoire. Un test PCR négatif de moins de 72 heures reste obligatoire pour se déplacer depuis ou vers l’Outre-Mer.

Il n’y aura pas de déconfinement au 28 novembre : l’attestation dérogatoire de déplacement restera obligatoire, et les sorties devront correspondre à un motif autorisé : déplacement professionnel si télétravail impossible, achats, exercice physique, convocation judiciaire ou administrative, consultations et soins, motif familial impérieux, assistance aux personnes vulnérables et précaires ou garde d’enfants,  déplacements des personnes en situation de handicap et leur accompagnant, participation à des missions d’intérêt général. Il sera donc toujours interdit de rendre visite à ses proches hors motif impérieux.

Cependant, ces possibilités de sortie seront élargies : en effet, les commerces dits non essentiels, tous les services à domicile (par exemple les salons de coiffure, soins esthétiques, enseignement artistique, cours de sport) ainsi que les bibliothèques pourront rouvrir de manière étendue, jusqu’à 21 heures et les dimanche, comme l’a confirmé le Premier ministre Jean Castex jeudi 26 novembre. Il redeviendra donc possible d’aller chez son libraire ou son coiffeur. Le protocole sanitaire renforcé détaillé par le ministre chargé des PME Alain Griset lors de la conférence de presse interministérielle du 26 novembre, impose une limite d’un client par 8 mètres carrés, y compris dans les surfaces de plus de 400 mètres carrés qui devront pour leur part mettre en place une personne ou un système de comptage pour vérifier que la jauge est respectée. La prise de rendez-vous, qui était évoquée comme une obligation pour rouvrir, n’est qu’une recommandation.

Les auto-écoles peuvent reprendre leurs leçons de conduite à cette date – les cours de code se feront cependant toujours à distance – et les visites de biens immobiliers pourront reprendre, que ce soit par des agences immobilières ou par des particuliers.

Par ailleurs, les lieux de culte voient leur activité étendue. Contrairement au premier confinement, ils étaient restés ouverts pour la pratique personnelle et pouvaient accueillir des cérémonies de mariage jusqu’à six personnes et des rites funéraires jusqu’à trente personnes. A compter du 28 novembre, tous les autres rites seront autorisés avec une limite de 30 personnes. Si le Président de la Conférence des Evêques de France avait annoncé mercredi 25 sur son compte Twitter s’être entretenu avec Emmanuel Macron à ce sujet et avoir obtenu une levée de la jauge qui devrait être annoncée jeudi, Jean Castex a confirmé la limitation à 30 personnes. Il a cependant précisé que des discussions étaient toujours en cours et que la limitation pourrait progressivement être revue à la hausse en fonction de la capacité globale des lieux, notamment au 15 décembre, si les conditions sanitaires le permettent.

De plus, les sorties pour s’aérer, c’est-à-dire faire de l’exercice, se promener ou sortir son animal de compagnie seront beaucoup moins contraintes, puisqu’au lieu d’une heure par jour à un kilomètre de son domicile, il sera possible de sortir trois heures par jour jusqu’à 20 kilomètres. L’objectif est notamment de permettre à plus de personnes n’ayant pas d’espace vert immédiatement à proximité de pouvoir s’y rendre. Enfin, les activités extra-scolaires seront de nouveau autorisées, mais uniquement en plein air. Si les stations de sport d’hiver resteront fermées, Jean Castex a précisé qu’il serait possible à titre individuel de s’y rendre dans le cadre de cette sortie individuelle. La pratique sportive individuelle inclut aussi le tennis, le golf, l’équitation, l’athlétisme et la pratique individuelle dans des infrastructures en extérieur (terrains de sport, stade découverts). La chasse et la pêche restent autorisées dans les mêmes conditions que les autres activités.

De nouveaux assouplissements sont prévus au 15 décembre, soit la semaine précédant les vacances de Noel, à condition que la situation sanitaire soit favorable : le nombre de contaminations quotidiennes enregistrées devra être inférieur à 5 000, et le nombre de personnes en réanimation inférieur à 3 000.

Dans ce cas-là, le système d’attestations obligatoires sera supprimé en journée, et les restrictions de déplacement seront levées. Il sera donc possible de se déplacer d’une région à l’autre, et donc de voyager pour retrouver ses proches pour les fêtes de fin d’année. L’exécutif exhorte cependant les Français à la prudence en évitant les réceptions avec énormément de personnes, même si la règle conseillée de six personnes par événement privé, un temps évoquée, n’a pas été mentionnée. Les activités extra-scolaires pourront aussi reprendre, même en intérieur. En revanche, les rassemblements sur la voie publique resteront interdits, exception faite des manifestations revendicatives déclarées comme c’est déjà le cas aujourd’hui.

Par ailleurs, cette possible levée du confinement sera couplée à l’instauration d’un couvre-feu de 21 heures à 6 heures du matin sur tout le territoire. Une attestation restera donc obligatoire en soirée. Une exception sera faite pour les réveillons du 24 et 31 décembre où la circulation sera libre pour permettre de rejoindre ses proches. Les lieux culturels n’échapperont pas à ce couvre-feu et devront fermer à 21h, mais les spectateurs bénéficieront d’une tolérance. En effet, le président avait évoqué un système d’horodatage permettant de justifier sa présence à une représentation, confirmé jeudi 26 novembre par la ministre de la culture Roselyne Bachelot : les spectateurs sortant d’une séance à 21 heures pourront le justifier avec leur billet pour rentrer chez eux après 21 heures. Les activités professionnelles ne devraient pas non plus être concernées, et si le couvre-feu est similaire à celui d’octobre, la livraison de repas à domicile restera autorisée.

Le 15 décembre étant la deuxième étape du confinement, les vacances de Noël verront de nouveaux allègements si la situation sanitaire le permet. A cette condition, l’attestation de déplacement ne sera plus nécessaire, il sera donc possible de voyager entre régions et les réunions de famille pourront donc se tenir, même si le chef de l’Etat a affirmé qu’il « faudra limiter au maximum le nombre d’adultes en même temps dans une même pièce ». Des recommandations concrètes doivent être formulées par le ministre de la Santé quelques jours avant Noël.

Les centres de vacances et colonies de vacances resteront fermés. Si les équipements collectifs des stations de sport d’hiver resteront fermés (remontées mécaniques notamment), il sera possible de s’y rendre à titre individuel, les commerces des stations notamment pouvant être ouverts à cette période.

De son côté, la SNCF se tient prête et l’ouverture des réservations des billets de train pour les fêtes de fin d’année a déjà commencé. Le transporteur affirme d’ailleurs avoir vu ses ventes exploser mardi 24 novembre suite à l’allocution du président. Tous les voyages jusqu’au 4 janvier 2021 compris (TGV INOUI, OUIGO, INTERCITES…) sont 100% remboursables avant départ (1h30 avant départ pour OUIGO). Le 20 janvier devrait marquer la troisième étape du déconfinement, mais les mesures à cette date sont encore floues. Si la situation sanitaire évolue favorablement et que le nombre de contaminations quotidiennes enregistrées se maintient en-dessous de 5 000, de nouvelles levées de restriction devraient avoir lieu, et notamment une levée du couvre-feu.

Les salles de sport et restaurants pourraient rouvrir, probablement avec un protocole adapté. En revanche, rien n’a été annoncé par le président concernant les bars, encore moins les discothèques, les salles de concert et les rassemblements. Le Premier ministre a cependant inclu les bars avec les restaurants dans les possibles réouvertures du 20 janvier.

Les lycées, qui fonctionnent actuellement avec une rotation de demi-groupes en classe et le reste de l’enseignement à distance, pourraient revenir à des effectifs complets. Les universités, qui donnent actuellement leurs cours à distance à quelques exceptions près, pourraient suivre le même chemin 15 jours plus tard si les conditions sanitaires se maintiennent. Par ailleurs, les stations de ski pourraient rouvrir courant janvier, avec comme on peut l’imaginer là aussi, un protocole sanitaire.

Les commerces sont les premiers à bénéficier de l’assouplissement du confinement. Dès le 28 novembre, les commerces dits non essentiels (à l’exception des bars, restaurants et salles de sport) ainsi que les bibliothèques pourront rouvrir, et fonctionner de manière étendue, jusqu’à 21 heures et les dimanche. Cela leur permettra d’être prêts pour le Black Friday, reporté du 27 novembre au 4 décembre.

Le nouveau protocole sanitaire impose une limite d’un client par 8 mètres carrés, y compris dans les surfaces de plus de 400 mètres carrés qui devront mettre en place une personne ou un système de comptage pour vérifier que la jauge est respectée. A Paris, les commerçants ont par ailleurs le droit d’installer des étals à l’extérieur, afin de limiter l’affluence en intérieur.

La réouverture à compter du samedi 28 novembre des agences immobilières, ainsi que la reprise des visites de biens immobiliers y compris entre particuliers a été confirmée par Jean Castex, qui a aussi annoncé que les auto-écoles pourraient reprendre leurs leçons de conduite en présentiel, mais que les leçons de code continueraient de se faire à distance.

Les bars, discothèques, salles de concert n’ont toujours aucune date indicative de réouverture possible, même si Jean Castex a évoqué les bars comme pouvant potentiellement rouvrir en même temps que les restaurants, et que la présentation écrite accompagnant la prise de parole de Roselyne Bachelot affichait une reprise possible des concerts debout à compter du 20 janvier – cela n’a cependant pas du tout été évoqué par la ministre. Le chef de l’Etat ayant annoncé une évolution possible tous les 15 jours à compter du 20 janvier, selon la situation sanitaire, ces acteurs économiques pourraient avoir plus de visibilité à partir du 4 février, même s’il est possible que leur réouverture se fasse plus tard.

A compter du 15 décembre 2020, les déplacements sont libres entre régions. Pour les déplacements vers ou depuis un département d’outre-mer, la production d’un test négatif de moins de 72 heures restera obligatoire. Les déplacements vers l’étranger seront possibles à compter de cette date.

Depuis la mise en œuvre du deuxième confinement en France fin octobre, les tâches qui peuvent l’être doivent être exercées en télétravail cinq jours sur cinq. Les professionnels qui ne peuvent exercer toutes leurs tâches en télétravail parce qu’ils ont besoin d’équipements spécifiques pour travailler, comme les architectes, peuvent se rendre au travail ponctuellement. Ceux qui exercent des métiers ne pouvant s’effectuer à distance (BTP, intervenants à domicile…) sont quant à eux dispensés de télétravail. Telle est la règle édictée par le gouvernement et transposée dans le protocole sanitaire en entreprise.

Cette règle est maintenue, a priori au moins jusqu’au 20 janvier. Jean Castex a en effet précisé que sur toute la période de déconfinement progressif, « le télétravail restera la règle ».

La ministre du Travail Elisabeth Borne avait déjà prévenu lors d’une réunion avec les partenaires sociaux la semaine du 16 novembre : « Les règles actuelles s’appliqueront jusqu’aux vacances de Noël ». Le Premier ministre avait quant à lui évoqué la date du 31 décembre lors d’une autre réunion avec les partenaires sociaux le 23 novembre dernier.

Contrairement au confinement du mois de mars, les établissements scolaires sont restés ouverts, même si certains cours se tiennent à distance aux niveaux supérieurs : au lycée, les cours fonctionnent avec des demi-groupes présents en classe et qui tournent, et la seconde moitié des enseignements assurés à distance. A l’université, les cours se font intégralement à distance, à l’exception des travaux pratiques impossibles à réaliser ailleurs qu’en classe.

Ce fonctionnement perdurera au moins pour les semaines qui viennent. En effet, un retour à temps complet des lycéens en cours physique est envisagé pour le 20 janvier, si la situation sanitaire le permet. Si elle se maintient, les étudiants de l’enseignement supérieur pourraient à leur tour retourner physiquement en cours deux semaines plus tard, soit à compter du 4 février. Jean Castex a précisé en fin de conférence de presse que les universités étant des lieux potentiels de contamination, il ne pouvait donner dès maintenant de date de réouverture pour celles-ci.

Banner Life Insurance, a Legal & General America unit based in Frederick, Maryland, asks applicants, for example, if they have been diagnosed with coronavirus by a member of the medical profession, if they have been treated, if they have received medical advice or if they have been seen by a member of the medical profession for symptoms such as fever, cough, shortness of breath, fatigue, runny nose, sore throat, within the past 30 days .

The company also wants to know if applicants have been hospitalized, for how long and if they have made a full recovery.

In the face of widespread criticism, Legal & General America said in a statement that this did not prevent applicants from obtaining a life insurance policy if they had tested positive for Covid-19.

The growing concern of insurers

These requests follow the unknowns left by the virus in cured patients. Indeed, whether it is a mild form or a severe form, Covid-19 can have more or less long-term consequences on our body. Since the arrival of the epidemic, many cured patients have developed sequelae: loss of smell and taste, persistent fatigue, but also cardiovascular, pulmonary, renal and neurological complications.

Additionally, the long-term effects on mortality are still unknown, leaving life insurance companies without data on the risks of infection with the virus, data they typically rely on when deciding who to cover.

What about in France?
